Description:
The Billing system will be corrected to use external zonal prices
for the calculation of external load transactions.
The SPIDER power system model will be updated to reflect physical
changes to the electric system.
The Manual Dispatch System (MDS) will be modified to reflect the
recent transfer in ownership of Indian point 3; the DNI values for
that unit will be included in the DNI calculation for ConEd
