Looks like things are finally coming home to roost here. I would argue that
we (TW and Enron) should both consider getting our 5-minute sound bite in
here since we're being afforded the opportunity. Obviously, our goal should
be to see the Commission adopt the Comprehensive Settlement. Our focus point
during our presentation should be on not only the sufficiency of
infrastructure (not dealt with specfically in the Comprehensive Settlement)
but the idea that there must be a concomitant unbundling of the intrastate
transmission and a rational, equitable means to allocate capacity at receipt
points and an orderly assignment of firm rights to shippers
(primary/secondary). Let's put together a short teleconference to work out
our strategy here and make sure we're on the agenda for May 22.
