I'm not too sure why they want comments from IEP. The plan looks like it w=
as=20
written by the ISO. It takes authority away from FERC. Enron would not=20
support this legislation. The big issue is expanding the FERC's CA=20
mitigation plan to the entire WSCC and putting price caps in place for all=
=20
hours. Enron strongly opposes this approach. Also, the bill would make the=
=20
FERC's plan apply to marketers -- as far as I know it already does. How=20
about munis?
