- A seemingly noncontroversial bill that would continue a state
energy-efficiency program faces a surprise obstacle: Gov. Gray Davis. The measure by Assemblyman Roderick Wright, a Los Angeles Democrat, would extend for 10 years a 3.5 percent surcharge on all electric-utility bills in California.
