As you will read in the message below, CERA is still making some final revisions to this report regarding its figures on interest on DWR debt. I will forward the final paper on to you as soon as I get it.

Through 2005 the figure is closer to $8 billion according to our estimates. That number includes carrying charges (at a borrowing rate of 6 percent) on total utility debt associated with buying energy in California up to this point, and past and future energy purchases by the state. I've seen a couple public estimates of this number other than our own but don't have the sources in hand. The state Controller Kathleen Connell has not shared the Governor's rosy views on the energy crisis and may have a realistic number out there. Let me know if you need more detail on this.
