FW: Comments on Proposed and Alternate Decisions

These are the preliminary drafts that Jeanne and I put together. We are
editing them in conjunctin with comments made by Bob Williams to add more
lanuage about possible litigation and denying us our due process rights by
extending the scope of the order beyond what was sought by Edison. The
