"That WPTF participate as a funding member in the Pacific Research Institute study called "The Economics and Politics of Electricity Deregulation," by Dr. Ben Zycher, subject to the terms and conditions agreed to by PRI President Ms. Sally Pipes in her e-mail to Gary Ackerman dated July 11, 2001."
