First Draft of Retesting Guidelines

RMS met on 11/13 to establish guidelines for retesting. A small team left that meeting with the assignment to compile those guidelines into a coherent document. Attached is the first draft of that document. All comments on the attached draft should be submitted to that subteam (addresses in CC area above) prior to Wed 11/28.
