It is my <understanding that this <language << would give BPA the <authority to engage in the <activities necessary to << making that filing. Is that <correct? << << Mr. DOMINICI. Mr. <President, the gentleman <from Idaho is correct. << << Mr. GORTON. I concur, <Mr. President. << << Mr. CRAIG. It is also my <understanding that the <Department of << Energy is currently of the <opinion that no further <legislation would be << needed in order for BPA to <actually participate in a <Northwest regional << transmission organization. <However, issues may arise <as a result of the << October filing, or <otherwise, that would <necessitate further <legislation << before BPA participates in <the Northwest regional <transmission << organization. If such <legislation is necessary, <would the Chairman and << the Senator from <Washington be willing to <work with me to enact it << expeditiously, so as to not <delay the actual operation <of the Northwest << regional transmission <organization? << << Mr. DOMINICI. I would <be pleased to work with the <Senator from << Idaho, the Senator from <Washington, and other <members of the Northwest << delegation to assure <expeditious enactment of <any such necessary << legislation. << << Mr. GORTON.
