ABX 8 - Which includes the QF provisions, the San Diego rate cap/rate
freeze provisions, and the clean-up to ABX 1 requiring the IOUs to pay DWR, passed out of the Senate on a vote of 27-9, largely along party lines. The bill will be heard in the Assembly later today.
