ansmission and reliability issues. Electricity issues are also expected to=
be a major topic for Federal Energy Regulatory Commission Chairman Pat Woo=
d as he heads to the Hill to meet with lawmakers behind closed doors. Als=
o from Washington, Gas Daily Editor Nathan Hodge will join us to give us hi=
s take on FERC Judge Curtis Wagner's initial decision in the El Paso/Califo=
rnia case. As we reported on ENL late Tuesday, Wagner concluded that the c=
ompany is guilty of affiliate abuse, but says allegations the company exerc=
ised market power should be dismissed. Catch Hodge during the 9:00 a.m. ET=
newscast on Wednesday. Frost Bank Vice President Ted Harper will stop by=
the Houston bureau to continue the discussion on Judge Wagner's recommenda=
tion for El Paso. And University of Houston Professor Michael Economides, =
Ph.D., talks about foreign oil and why it's critical for the U.S. to decrea=

las reports, the California Public Utilities Commission will meet on Wednes=
day. The Commission could take up the CDWR's rate agreement again after fa=
iling to approve it at their last meeting. California Governor Gray Davis =
is urging them to reconsider the agreement that would pave the way for the =
issuance of $12.5 billion in energy bonds to pay off the state's budget def=
icit. Gov. Davis could make a decision on whether to delay the ban on MTB=
E in the state of California as early as Wednesday. Kym says she'll bring=
us details as they become available. University of Tulsa Professor Mar=
vin Will, Ph.D., will join us from ENL Headquarters on Wednesday morning. =
Will is an expert on the Middle East and tomorrow he'll discuss oil supply =
