Just got off the phone with the guy from the SPR again....
The royalty rate on most of the oil which they will be accpeting will be 16.7%, on the other smaller portion the rate is 12.5%, when I pushed him a little further, he let it slip that all of the oil would be coming from the Outer Continental Shelf.
