Attached are EPSA's draft comments on TRANSLink's proposal to FERC to form an ITC. TRANSLink proposes to carry out certain transmission-related functions in cooperation with the Midwest ISO (MISO). EPSA's comments take issue with TRANSLink's proposal with respect to independence, tariff administration and design, congestion management, and operational authority. Comments are due at FERC on Monday, October 29th.
