AEP & Texas Retail Competition

Guys --

We need to quickly put together some talking points on how to respond to AEP's request for delay until 2003. My understanding is that AEP in Texas is wholly outside of ERCOT (if wrong - please inform).

AEP needs only to file a good amendment to the FERC OATT (or SPP needs to do it for them) ASAP. My basic model for provisioning of energy for retail competition in non-ERCOT Texas is that delivery to the border of the OATT provider (for instance delivering a into-Entergy product into Arkansas and paying for losses would be sufficient for delivery into the Woodlands).
